I was discussing this one with some developer colleagues today - the context being whether our regional development agency was right to favour investment in higher levels of connectivity or whether Trust Services layer (which they don't appear to understand) would be a better bet - driving smarter 'bundled' services, requiring more bandwidth, creating the case for business led investment in connectivity? My hunch is that the Trust model is more likely to leave room for those of us in peripheral regions to differentiate our offer than simply pouring regional money into national agreements (or even 'smarter' pipes) to extend connectivity. I think your argument for agility in the model is crucial.

I agree that privacy may be a difficult concept for the citizen - but the linked issue of 'Consent' may be an easier proposition to start with a to convey. It is easier to think about how issues of redress and recourse can be handled for a breach of Consent than for the various ramifications of a breach of 'privacy'
